Who actually looks at other people's point tracker posts?

Lots of people. Some like to see how their fellow shooters place at the matches.

Well, yeah, I guess I usually look at Mike Wolever's posts to make sure he doesn't lie and say he beat me.

Are POV video acceptable if you are able to see a part of the shirt ? I think it makes for a better video .

or just take a phone pic, it's pretty easy

My only issue right now is all our scores are posted online but you need an account to view it as its part of the registration system and you must be an IPSC member to view it. :(

If I have a spreadsheet for one match they didn't post on practiscore will that work or no?

It doesn't have to be on practiscore, just published somewhere. Did the put the results online anywhere?
